A precisely honed cruise missile takes out the regional government building with no warning on Tuesday morning, somewhat undermining the credibility of Russia’s bona fides at the peace talks. This is a partly civilian-run building. Governor Vitaliy Kim, cut from the same cloth as Zelensky, is safe. He is a prime target as he has turned defence into offence, despite the puvlerising his city has taken.
