Ministers of the member states of the Council of Europe are expected on Friday to agree for the first time to a general review of national anti-terrorism laws and practices to ensure that they are in line with Council of Europe standards on freedom of expression. A draft Resolution to that effect was approved on Thursday by officials of all member states except Russia. It is due to be approved by ministers meeting in Reykjavik, Iceland, on May 29, the second and last day of a conference on media issues.
